Background
How to reconcile development with sustainability and integrate sustainability policies into the political and management practices of public authorities is a major concern for regions and cities along the Adriatic coast. They are faced with conflicting trends: on the one hand, there is wide recognition of the importance of environmental action; and on the other hand, sustainability policies are often implemented at random, without coordination, limited in time and space and frequently confined to conservation actions. "AAP 2020 - Adriatic Action Plan 2020" wants to address this problem. The operation is based on an existing network, the "Forum of Adriatic and Ionian Cities & Towns", whose goal it is to promote the sustainable development of the Adriatic region through co-operation between cities and towns along the Adriatic coast.
Overall objective / Objectif général
The operation's overall objective is to exchange experiences on policies and instruments, benchmark and standardize methods and administrative procedures, identify and disseminate best practices, and jointly implement improved policies for local sustainable development. This should be achieved through systematically integrating sustainability into public sector policies and raising the awareness of private sector operators on sustainability as an innovation factor. Final results will be formalized in an Adriatic action plan that contains common strategies, objectives, actions and commitments in respect of implementation. The Adriatic action plan will be promoted widely across Adriatic and Ionian cities.
Expected results / Résultats attendus
The project will provide and implement a set of tools to public sector institutions for local sustainable development. For use by private sector operators it will create a Sustainable Innovation Market (SIM) to help disseminate and exchange good practices and procedures. This set of tools includes environmental and social reporting, environmental management systems and integrated sustainability accounting. Each local authority, starting from already-implemented tools, chooses the appropriate tools and sets its own implementation agenda, using common methodologies. In a number of pilot sites the full range of methods will be applied and tested.

Achievements so far
The Aap 2020 operation, aimed to define 'from the local level' a common Action Plan for the sustainable development of the Adriatic region, includes several fields of activity, strictly linked and interconnected: 1. The implementation of Aap technical tools, defined during 8 technical workshops held in: Bari and Casarano, Italy (Jan 04) - Bristol, UK (Mar 05, specifically aimed to the final elaboration of the ACI - Adriatic Common Indicators - set) - Baden, Lower Austria (May 04, start-up of the EMS - Environmental Management Systems - activities) - Shkoder, Albania (Oct 04) - Ravenna, Italy (October 04) - Lloret de Mar, Spain (February 05) - Patras, Greece (October 05). The comprehensive Aap Guidelines, containing methodological sheets for ACI and EMS, were presented to the Adriatic Forum on September 2004, and have been continuously updated 'in progress'. 2. The establishment of an Adriatic Forum, i.e. the Aap space for governance acitivities, that has been joined three times. The first one was held in Rijeka, Oct. 2003, with the participation with public authorities from all the Adriatic region, being in a parallel session with the 5th annual Assembly of the Forum of Adriatic and Ionian Cities and Towns, in whose framework the Aap operation was designed. The second Adriatic Forum was held in Venice on Sept. 04, with a wide presence of partners, as well as others Adriatic cities and stakeholders. This second Forum proposed the first set of actions to be inserted in the final Adriatic Action Plan 2020. The third Adriatic 'travelling'Forum (13-18 June 2006) was held in Pescara, Rijeka, Koper, Venice, Rimini and Ancona, with the participation of all partners and various international hosts, and definitively completed the Adriatic Action Plan for the year 2020. The final Adriatic Action Plan2020 was signed by all partners and others Adriatic cities during the 8th Assembly of the Forum of Adriatc and Ionian Cities and Towns, held in Koper 29th September 2007. 3. The dissemination activities, including: a) local initiatives and forums held at local level applying inputs given by Adriatic Forum. b) the Aap web platform (SEA - Sharing the Environment of Adriatic region), providing supports and utilities to the partners and to any kind of users. c) the Aap newsletters (6 issues), distributed all over Adriatic regions. Moreover, the Aap project was presented during various meetings, as the 'Aalborg + 10' convention (2004) and the 14th Commission on Sustainable Development of United Nations in New York, 1-12 May 2006. Two international meetings were held (June 05 in Split, June 06 in Venice), aimed to the spreading of the Aap results. To support all the activities and the project's follow up, an AapAgency was established since September 2003.
